Within the context of ensuring a transparent and efficient business environment in Ghana, the Ministry of Trade & Industry (MOTI) through its Business Regulatory Reform (BRR) programme has supported the Ghana National Fire Service (GNFS) to develop an online Fire Safety Permit and Certification Management System (FSP&CMS) for the automation and decentralization of fire opinion reports, final approval and certification processes.

Index Com Ltd has effectively completed the design and development of an automated enterprise system aimed at reducing the turnaround time for acquiring fire safety permit and certification.  It has also trained some selected personnel of the GNFS on the use and administration of the newly developed system and website.

The central purpose of the consultancy was to carry out an assessment, process mapping, and re-engineering of the Fire Permit procedures and to develop a more efficient back-office process which provides the Safety Directorate of the Ghana National Fire Service with an improved service delivery easily accessible, a one-stop repository of up-to-date information on all requirements and procedures for fire opinion report and final fire permit inspection and certifications. It was also tasked to redevelop the GNFS website with content management system, deliver training sessions to prepare selected personnel of the GNFS to take over content management and maintenance support of the FSP&CMS.

The project responds to the needs for an improved business environment and ease of doing business in Ghana.
